Qualifications:
- Education: Bachelor’s degree (preferred) or undergraduate degree in a related field, relevant experience may be substituted for college level education in the specific discipline on year for year basis; this experience may not be substituted for the additional experience required below. Note: Acceptance of experience in lieu of formal education is contingent upon licensing or accrediting requirements for the institution.
- Experience: Minimum of five years management or supervisory experience preferably with a not-for-profit or public sector organization.
- KSAs (Knowledge, Skills, and Abilities): Must be knowledgeable in financial management practices, budgeting, contract negotiations, computer literacy, and human resource management. This position requires strong communication, organization, and collaboration skills, together with extensive knowledge of recreational summer camp programs, and sufficient knowledge of working with special needs children.
Job Duties:
- The Executive Director will provide leadership in planning, programming and management functions for Texas Children’s Services, Inc. (TECSI), is required to implement the policies set by the TECSI Board of Directors and the Texas Elks Endowment Board of Directors.
- Administer all project functions, both internal and external.
- Provide information on the general and specific operations of TECSI.
- Consult with the Board on all policy issues.
- Oversee management of all TECSI operations and assets.
- Oversee management of physical plant maintenance, grounds upkeep and finances.
- Prepare all reports required by the board.
- Oversee internal management procedures and day-to-day operations.
- Maintain compliance with licensing requirements for Texas Department of Health licensing and American Camp Association Accreditation.
- Hire, train, supervise, evaluate and terminate, when necessary, TECSI personnel. Manage employee benefits and maintain employee records.
- Plan, manage, and monitor the TECSI and TEEI budgets.
- Manage spending in all departments to ensure both TECSI and TEEI are operating within set budgets.
- Assist with Assistant Director’s management of TECSI Special Grants and offer input when necessary.
- Increase community awareness and support of the TECSI projects. Promote and market TECSI projects, maintain websites, social media presence and produce marketing materials to be distributed to Elks Lodges and at other events.
- Serve, when requested or appointed, on boards of other agencies or civic organizations concerned with children with special needs.
- Network with other agencies and services related to children with special needs.
- Initiate and maintain contacts at local, state and national levels. Travel to Elks district and lodge meetings as requested. Attend all TECSI and TEEI board meetings.
- Attend such functions as necessary to inform potential consumers of TECSI programs and activities.
- Plan and manage all aspects of summer camp, recruit summer camp staff, plan summer camp activities and staff, participate in summer camp activities and travel and reside on-site during summer camp.
- Maintain certification as an instructor for summer staff in Crisis Prevention Intervention or Safety Care.
- Maintain CPR Certification and/or Lifeguard Certification.
- Negotiate vendor agreements/contracts for summer camp activities and services.
- Work with homecoming chair to plan events, itinerary and distribute information to lodges.
- Other duties as assigned by the TECSI Board. E.g. Participate in Homecoming and Grand Lodge program booth.

Part Time Bookkeeper
Texas Elks Camp is seeking a part-time bookkeeper.
Qualifications:
Qualifications:
- Education/Experience: Bachelor’s degree or relevant experience in non-profit bookkeeping and accounting practices.
- KSAs (Knowledge, Skills, and Abilities): Must be knowledgeable in non-profit financial practices, QuickBooks, payroll processing and computer literacy. This position requires strong communication, organization, and collaboration skills.
- Manage TECSI and TEEI fiscal responsibilities in a manner that maximizes financial controls.
- Maintain complete financial records for TECSI and TEEI. Monitor for accuracy and quality control. Prepare financial reports for TECSI and TEEI board meetings.
- Perform monthly bank reconciliations for all accounts both operating/checking accounts and investment accounts.
- Process payroll for all staff, including seasonal summer camp staff.
- File forms and ensure payment of all federal and state payroll taxes including Quarterly 941 and Texas Unemployment, as well as annual 940, W2, 1099, 1096, etc.
- Process payment for all accounts payable using established internal processes with purchase orders and multiple signature checks.
- Send statements and invoices for accounts receivable.
- Prepare board meeting information packets for TEEI board meetings and prepare minutes of TEEI board meetings.
- Process donations to TECSI and TEEI, prepare certificates and books, send donation acknowledgements.
- Maintain inventory of all certificates, books and pins.
- Provide accurate records and accounting of all business transactions for annual financial audit to be performed by external auditors.
Part Time Maintenance Technician
Texas Elks Camp is seeking a part-time maintenance technician.
Qualifications, Knowledge, Skills and Abilities: The Maintenance Technician is responsible for performing a variety of maintenance tasks to support the upkeep and functionality of the main building, RV park rally room, restrooms, and shower areas. This role involves routine repair and preventive maintenance activities, ensuring a clean, safe, and well-maintained environment for all guests and staff. Knowledge of basic carpentry, plumbing, landscaping, electrical, and appliance repair, as well as strong attention to detail in facility inspections.
This position requires flexibility, reliability, and a proactive approach to facility care. The Maintenance Technician will collaborate with other team members and report significant issues to management for further resolution.

- Handle interior and exterior painting projects on an as-needed basis.
- Pick up debris throughout the grounds and empty exterior trash receptacles as required.
- Carry out facility walkthroughs, noting any issues, leaks, or other maintenance concerns that require attention.
- Perform light electrical work, including replacing light fixtures, changing light bulbs, and periodically checking circuit breakers.
- Remove and replace air filters, ensuring maintenance logs are updated monthly.
- Provide light appliance repair and maintenance for equipment such as washing machines and dryers within the facility.
- Maintain sprinkler system operation. Replace sprinkler heads as necessary to maintain proper irrigation.
- Periodic checks of fire extinguishers and fire alarm systems as needed to include updating appropriate log records.
- Placement of tables, chairs and other materials as needed for meetings, building rentals and other events as needed.
- Assist staff with general cleaning and trash removal.
- Run errands to town for supplies and materials as needed.
- Update engraving on wall plaques in the facility.
- Physical ability to perform tasks such as lifting, bending, and working outdoors in various weather conditions.
